PPRecDiag.dll is missing from computer

I am trying to install a PaperPort Viewer program on a Windows7 computer. I have received a "PPRecDiag.dll is missing from computer". Then it says some files in the \ScansoftShared\ folder cannot register: pfile401.dll, pview401.dll, ppctl401.ocx

My research says this may be a virus...then I noticed that my McAfee virus software On-Access scanner is disabled and won't enable. Also, I cannot perform any updates to .DAT files from McAfee.

I've tried running MalwareBytes scan, it found three items and quarantined them. I thought that would help, but it didn't.

Can someone help with this?
