Browsers Hanging Intermittently-Slow Boot Up

First Hello and thank you for any help. Hopefully I am posting in the correct forum area.

I have a HP DV6, running win 7 home prem. 64.

ALL browsers tend to hang up and not load pages. I have to always re-fresh or sit and wait. This is not on all sites but a lot. Problem seems to be getting worse. I connect the computer usually at locations only, current one im using it on lately the problem seems to have worsen.
Now first, I have other computers that I hook to the same home internet that run at blazing speeds compared to this machine, so I dont think its the service, but was told something about the way it is connecting to the net. I have no idea.
The computer seems to take long time to boot up and doesnt have the snap it once had when opening new windows, programs etc. The biggest thing is the issue with constent reloading of webpages and the loading issues.

As not knowing what is what and only going by what I read to try below is all I have tried in a rough order.
-Ran full AVG Virus Scan
-Disabled AVG
-Malwarebytes full scan
-Disabled ipv6
ran the following in command propmt,
NETSH INT IP RESET
NETSH WINHTTP RESET PROXY
IPCONFIG /FLUSHDNS
and also disabled autotunning in cmd.
Tried different dns settings.
NONE OF THE ABOVE WORKED(for the slow speed online).
So I asked a few folks I know and was told try the following:
Run TDSSKILLER and Combofix. All I need was run them. Nothing happened that seemed to help. (Yes, I know now after reading here I should have not ran the above combofix, just did though as was told unknowing).
As nothing seemed to help, I did the following:
Restored system via system restore to a prior point before doing all the above, so I think im back to where I was before I did all the above.

Additionally, im running avg, scan also with malwarbytes and run ccleaner to clear history and use the registry cleaner option as well.

Please help me get this machine running as it should be.
