Money Pack Virus loading even in Safe Mode?

I'm running Windows 7 home premuim X64

So i got the dreaded FBI money pack virus. I've had this virus in the past and my steps to remove it have always been the same... Boot into safemode, run RKill to stop malicious processes, then use malwarebytes to remove the virus... always works...

However, this time i can't even get access to safe mode! After choosing safemode with networking ( also tried no networking and with command prompt) windows will load into safemode but the moneypak page has still taken over my screen, can't get into the start menu, can't open run ( Crt+R )

How is this possible? Has the money pack virus evolved into a .sys virus? loading as a driver? I just don't get it.

So popped my harddrive into a secondary computer and did a full scan of the hardrive with malwarebytes from the working machine. Malwarebytes detected the virus and i removed it.... I figured all would be fine now.

NOPE! When trying to boot again from the infected drive, it still loads the damn money pack even in safemode...

Any tips on how i can get rid of this damn thing? I dont have any restore disks or the windows disks. Its a prebuilt acer that didn't come with any disks, it's one of those where i'm supposed to create my own disks.. but guess who didn't create his own disks.... yeah.

So any tips would greatly be appreciated as i have tried all i can think of
