Infected, Cannot start PC

Hi,

I was using google chrome and had a moneygram/moneypak pop up asking for a code. I couldn't close the popup or end the process and in my panic I pressed the power button. Now when I boot up the computer I get only 2 options: Launch Startup Repair or Start Windows Normally.



I cannot get to the desktop screen when selecting "Start Windows Normally", instead the computer restarts itself. When I hit "Launch Startup Repair" I encounter this screen with nothing on it (all I can do is move the mouse).



I am using 32bit Windows 7 desktop.
What are my options in this situation? Should I look into Kaspersky Rescue Disk or am I SOL and have to reinstall windows?

UPDATE: After spamming F8 I can get to the advanced menu.



"Last Known Good Configuration" only causes computer restart after loading for a bit. I try Safe Mode + Safe Mode with command prompt and both freeze at class.pnp and restarts itself.
