AVG - This program is blocked by group policy

Hi all,

I was browsing the net and AVG blocked several threats/virus'

I cannot open AVG as i get a dialogue box stating, 'This program is blocked by group policy. For more information, contact your system adminiistrator.'
Well thats me!

I cannot do a system restore as i get a dialogue box stating, 'System Restore has been turned off by your system adminstrator.'

I have no access to a Windows Install disk or a Boot CD.
