Connected to Internet - Cannot browse / update Antivirus definitions!

Hello,

A few days ago I found my laptop not being able to browse at all. I am definitely connected as all other wireless devices are fine. I am using Internet Explorer. I constantly get the message "The Page cant be displayed". My AVG is unable to download the newest virus definitions.

Ive attempted to use DDS as instructed but get message "DDS is not meant to run in Compatibility Mode. The program shall now exit".

When attempting to run GMER I get the message C:\WINDOWS\system32\config\system: the process cannot access the file because it is being used by another process.

I should add I am using my Samsung Galaxy S4 to use this forum and it is my only means of connectivity. So any files I will be downloading to help me will be downloaded to my handset then transferred to my laptop. Which is Windows 8.1 x64.

I installed Malwarebytes version 2.0.2.1012. Ran a scan, but found nothing. I was unable to update the definitions though, as I have no connection. (Though I must repeat my laptop is connected to router with full reception).

Ive downloaded Farbar Recovery Scan Tool. Im not sure if this is of any help but Ive added the FRST & Addition files

Please help me :)
