FBI/DOJ Moneypak Virus Ransomware Infection

I'm stuck. Everything I've tried has failed.

The computer is an old Dell P4 and it will not allow a USB device to boot the system, so I am not able to use Hitman Pro, or any other method that uses a bootable USB drive. Any of the Safe Mode options results in a BSOD.

The computer has autologon enabled, so I don't have a chance to get into another account, and it's XP Home, so "Administrator" will only work in Safe Mode, which (mentioned earlier) doesn't work.

I've run the Kaspersky utility from Cd and it found 2 or 3 minor adware, but the primary DOJ blocked screen, no task manager, no input at all remains. I've ran the Windows Defender Cd and that scan can up clean. I was considering running Panda and maybe trying Norton Power Eraser and I decided I'd better ask for more experienced help.

I have tools, skills and experience, but this thing is way beyond me. I've looked at the registry from off-system (using Hiren's), and cannot find where the malware is loading. It's not in any of the usual places, and I'm wondering if it isn't hidden by a rootkit, and I don't know how to run an anti-rootkit utility for an off-system computer, and trying to run it from Hiren's was a hot mess. Saw a bunch of stuff and had no idea what I was looking at.

So, I decided I'd better ask for some help.
