Cannot run any programs

I just recently moved, and when I hooked up my computer at my new location, it started acting wried. When booting, it goes to a black screen with a white cursor for a long time before finally loading up. When I restart, it stays off for several minutes before finally restarting (and still does the black screen bit). But worst of all, my Windows Security Center cannot be turned on, my Dell Backup and Recovery has been uninstalled, and every time I try to run a program, it says windows does not have permission to access whatever file it is. If I try to go into my user account, it will not open.

I can run things in Safe Mode, so I managed to run Malwarebytes, which did not fix the problem. It was also the only way to run DDS and Gmer, but DDS says the operating system is not supported (though I run Windows 8 and that is listed as supported)/ Gmer will run, but on start says 'C:\WINDOWS\system32\config\system: The process cannot access the file because it is being used by another process'. Then while running the scan I get that message again, and then one that says 'C:\Users\MICHAEL\ntuser.dat: The process cannot access the file because it is being used by another process' Following is the contents of ark.txt:
