Interpol virus takes over the screen

I'm trying to get rid of a Interpol virus which takes over the screen after logging on.

I'm unsure on what to do in case I cause it more damage.

I'm fairly IT retarded, so any help in layman terms is most appreciated.

It's a Dell Inspiron 1545 laptop running windows 7
