Internet Connectivity Issue

Hi,

I am working on a clients machine:

Lenovo X230 ThinkPad Laptop Tablet
Windows 7 Professional x64 w/ SP1

Connected to a network domain (able to browse network folders/files/other machines) Both wireless & wired.

Issue:

Cannot connect to any websites using Internet Explorer. Pages come up 'unable to load' ... Google search works up until the search results display...clicking on a result doesn't produce anything. Also able to get to Yahoo but clicking on any links also produces nothing. All other URLs 'unable to load and show up with a %20 before the url (ie. %20msn.com) Both wireless & wired.

Tried Firefox & Google Chrome with same results.

All browsers function properly in SafeMode.

Ran multiple scans (MalwareBytes, Spybot S&D, Super Antispyware, CCleaner, Glary Registry Cleaner etc). Returned very little results and cleaned. Repeated until 0 results displayed. Rebooted with same negative results connecting to internet.

Machine is picking up a network IP address and able to connect to network. Also, the network icon in the taskbar will sometimes have an exclamation mark
and sometimes not, with same results either way.

Configured msconfig for selective startup with only MS services enabled. Rebooted and seems to work fine. However on numerous reboots the exclamation mark seems to come and go whenever it pleases. Mostly it remains present. But still connects to internet.

Would like to figure out what is causing the issue with the remaining services...or if there is a lingering issue.

Please let me know what information you need from me and what scans/logs you would like.
