Multiple Computer Problems

Hi, have a Windows 7 computer with multiple problems. I get 2 error messages related to a program called UniBlue Registry Booster when I startup the computer. I am not able to uninstall this program. When I click the Uninstall button nothing happens.

The 2 error messages say
the specified module could not be found LoadLibrary(pythondll) failed
C:\Program Files\Uniblue\RegistryBooster\PYTHON26.DLL

The computer is also unable to shut down or restart. After clicking either of these options a screen pops up stating that programs are still running and I can force it to shut down. I do not click force shut down but just let it finish on its own but it will not shut down or restart. When attempting to restart the screen goes blank and the mouse cursor is shown. When shutting down it stays with the logging off screen.

I am also having trouble installing downloaded programs on the computer. When I double click the program to install it nothing happens.

I have already done a system restore with no change

I ran an Anti-Malwarebytes scan and it found no results.
